CEDAW Rising’s Second National Convening on Local CEDAW Implementation

On December 10, 2025—Human Rights Day—CEDAW Rising hosted our second national convening, bringing together local leaders, advocates and other stakeholders to explore how cities and counties can use CEDAW to address gender-based violence (GBV).

The convening featured an expert briefing by Caroline Bettinger-López, Professor of Law at the University of Miami School of Law and former White House Advisor on Violence Against Women, and Rosie Hidalgo, a national leader on survivor-centered and community-based responses to GBV. Their remarks highlighted connections across international, national and local frameworks and identified practical ways cities and counties can address GBV.

Participants then engaged in breakout roundtables to share challenges, practices and lessons learned from their jurisdictions. A follow-up informal session on December 14 provided additional space to continue the conversation with a focus on concrete action.
